The National Community Reinvestment Coalition (NCRC) in Washington, DC
is looking for a (Sr.) Research Analyst.

POSITION SUMMARY:
The Research Analyst is part of a small but talented department that
conducts research to advance the organization's policy and
programmatic goals. This includes conducting and publishing original
research, analyzing research, policy and trends, and evaluating and
celebrating organizational successes. The research aims to support
NCRC's mission of ensuring that low- and moderate-income communities
have opportunities to build wealth through access to capital, credit
and basic banking services. The Research Analyst must have strong
quantitative, analytical and communication skills, and is an essential
part of a larger advocacy-focused unit, entitled Membership & Policy.
The Research Analyst reports to the Director of Research & Evaluation.


ESSENTIAL FUNCTIONS:
The Research Analyst is primarily responsible for the following:


RESEARCH:
• Produce professional grade statistical reports using descriptive and
regression analysis as appropriate. The individual who is selected for
this position must know how to use at least one of the following (in
order of preference): R, SPSS, SAS, STATA or other statistical
package. Expertise in Excel is expected, although Tableau, Spotfire or
other business analytic software experience would add value to the
application.
• Produce maps illustrating patterns in home mortgage or small
business lending with regard to NCRC's mission. ArcGIS experience is
preferred, although other mapping software such as GeoDa may be
substituted. Understanding of spatial statistics and Census data is a
must, and familiarity with HMDA and small business lending data sets
strongly preferred.
• Conduct analysis and evaluation of programs, demonstrating impact
and importance. This might include NCRC programs, government programs
(such as the Community Reinvestment Act, HUD programs, Treasury
programs, Commerce or SBA programs), or other external programs.
• Design surveys or other data collection methods to assess capital
and credit needs, program impact, internal and external business
processes, etc. Work with Membership Team to survey membership
organizations and other constituencies, and analyze findings.


TECHNICAL ASSISTANCE & EXTERNAL ADVICE
• Conduct statistical reports for NCRC member organizations,
demonstrating lending, branching or other capital and credit patterns
in their communities.
• Provide technical assistance to NCRC member organizations on how to
use data analysis to leverage increases in access to credit and
capital for low-to-moderate income Americans.
• Advise NCRC member and partner organizations on research design.


CONTENT PRODUCTION & TRAINING
• Review and analyze/synthesize research by other institutions,
providing summaries, analysis and communication pieces for other
departments.
• Produce research reports, white papers, blog posts, essays,
newsletter (and enewsletter) articles, and website and other written
content explaining complex issues in simplified language for the
general public. The position does require solid academic writing
skills.
• Develop and Conduct workshops on data patterns and other topics for
the NCRC Training Academy, at the NCRC annual conference, and at
conferences of NCRC members and other organizations.
• Prepare and contribute to grant proposals, funding applications, and
contract bids, working with the Director and our Development team.


ADDITIONAL RESPONSIBILITIES
• Contribute to the development of policy, including writing or
co-authoring policy papers, Congressional testimony, and regulatory
comments, working with policy and organizing teams. This will include
collecting and providing research in support of NCRC's policy
positions.
• Educate Congressional and regulatory staff on NCRC research and
policy work, in support of policy department.
• Represent the organization at conferences, meetings, and other
events, as assigned.
• Other duties as assigned by the Director of Research and Evaluation.


COMPETENCIES: The knowledge, skills and behavioral attributes
necessary for acceptable job performance.

Analytical - Ability to produce sophisticated statistical studies.
Well versed in statistical techniques and software such as R, SAS,
SPSS, STATA, EXCEL, and ArcGIS. Familiarity with data sets, such as
Census Bureau, HMDA, small business lending.

Problem solving - Identifies and resolves problems in a timely manner
and gathers and analyzes information skillfully.

Communication - Ability to effectively communicate in writing, and to
present complex information in an easily accessible format both
verbally and in writing. Some basic understanding of principles and
simple techniques in graphic design preferred, for use in powerpoint
and mapping.

Leadership and Training - Ability to train others on data analysis and
other topics


Quality management - Looks for ways to improve and promote quality and
demonstrates accuracy and thoroughness.


Planning/organizing - Prioritizes and plans work activities, uses time
efficiently, and develops realistic action plans.


QUALIFICATIONS:
• Technical skills. Solid background in quantitative analysis and the
capacity to use computer databases. Proficiency with R (or SAS, SPSS,
STATA), Excel, and ArcGIS/GeoDa as described above.
• Data sets. Familiarity with Home Mortgage Disclosure Act (HMDA),
small business lending, Census Bureau and other data sets.
• Research. Academic background and practical experience in one or
more of the following areas: economics, statistics, urban planning,
political science, sociology, banking/lending compliance, community
organizations and/or neighborhood issues.
• Culture. Ability to work and interact in a fast paced environment
with diverse organizations and individuals.
• Education. A Masters degree or equivalent experience is required,
Ph.D, advanced degrees or certifications in specific competencies
preferred.
