*OBJECTIVES OF THE PROGRAMME*

The WHO Centre for Health Development (WHO Kobe Centre-WKC) is a global
centre for excellence conducting multi-disciplinary research on the
consequences of social, economic, and environmental change and its
implications for health policies The objective of WKC is to carry out
research, generate and synthesize evidence, and foster cross-disciplinary,
innovative solutions and translate them into policies and actions to help
countries achieve sustainable Universal Health Coverage (UHC),emphasizing
the impact of rapidly ageing populations. WKC's conducts implementation and
intervention research and develops innovative solutions to produce and
disseminate evidence, including through scientific publications. The Centre
contributes to the creation, synthesis and uptake of global knowledge and
policy/programme option evelopment. WKC strongly relies on working in
collaboration with researchers, academics, practitioners, WHO departments
and offices, and other stakeholders. Whereas WKC is a global centre, it
also acts as an important reference, source information, and documentation
of lessons learned in cooperation with local and national decision-makers
in Japan and the public.

*DESCRIPTION OF DUTIES*

Under the supervision of the WKC Director, and in close cooperation with
WHO colleagues at WKC, HQ and other regions, the incumbent will carry out a
program of research and evidence generation in the context of UHC and
ageing.

 Specifically, the incumbent will:

 a) Evaluate sources of catastrophic spending for households with older
family members, and identify systems and innovations to ensure financial
protection for older persons from catastrophic spending and health
spending-induced poverty.

 b) Study the implications and policy responses resulting from demographic
change on the revenue base for health and social services.

 c) Contribute to the documentation and assessment of methods for assessing
the contribution of ageing to health care expenditure increases. Evaluate
best practices in expenditure management and systems reform that address
cost escalation, including innovations in reimbursement.

 d) Support the establishment of WKC as a knowledge hub for health
technology assessment, focusing on innovations for older populations, in
collaborations with Japanese and international experts and institutions.

 e) Contribute to the development of evaluation methods for innovative
technologies and programs for older persons, considering outcomes such as
quality of life, social interactions, and mental health, and how they can
be integrated into the financing of health systems.

 f) Support countries to identify essential data and information needs as
part of monitoring and evaluation infrastructure for innovations, ageing
and UHC.

 g) Identify and evaluate the impact of different financing innovations as
incentives for older persons to obtain and accept needed services, i.e.,
cash payments, as well as incentives for good quality health care and the
integration of health and social services.

 h) Examine the trends in financing long-term care globally, the role of
the private and informal health care sectors, and the impact of supporting
policies and regulation to ensure quality and access.

 i) Work jointly with WKC team members on economic implications of end of
life care and other ongoing programs of work.

 j) Carry out project management responsibilities for managing research
porfolio including developing a network of research collaborators in Japan
and internationally, preparing reports for internal and external
dissemination, fundraising, continually updating and maintaining website
documentation of activities and research products.

 k) Other duties as required.

*REQUIRED QUALIFICATIONS*

*Education*

*Essential*: Advanced degree in health economics, development economics,
economics of ageing, or relevant field.
*Desirable*: Post-graduate degree in economics or relevant field.

*Experience*

*Essential*: At least seven years experience in relevant field, of which
five years should be at international level. Experience in studying and
analyzing issues related to the economics and ageing. Demonstrated
experience in developing and implementing multi-disciplinary research in
low and middle income countries.
*Desirable*: Experience working in academic institutions or policy think
tank. Experience working in Japan and knowledge of Japanese academic
institutions.

*Skills*

- Sound knowledge of financing policy and systems research related to
universal health coverage, and the dynamics surrounding ageing populations.

- Knowledge of the key global and regional stakeholders and players in the
economics of ageing field and financing for UHC.

- Demonstrated strong academic publication record, as well as experience in
developing concise briefs for communication to high-level policy makers.

- Demonstrated ability to work in multicultural and multidisciplinary
settings.

- Proven ability to form multi-stakeholder partnerships in support.

- Ability to think creatively and strategically,and to work in a team,
collaborate with other experts and colleagues

- Excellent interpersonal skills i.e. high level of judgment,
responsibility and initiative.

*REMUNERATION*

WHO salaries for staff in the Professional category are calculated in US
dollars. The remuneration for the above position comprises an annual base
salary starting at USD 70,647 (subject to mandatory deductions for pension
contributions and health insurance, as applicable), a variable post
adjustment, which reflects the cost of living in a particular duty station,
and currently amounts to USD 4633 per month for the duty station indicated
above. Other benefits include 30 days of annual leave, allowances for
dependent family members, home leave, and an education grant for dependent
children.
