Conservation focus*
*The Department*
The Measurement, Evaluation and Learning (MEL) department supports the
mission of the foundation by providing measurement, evaluation and learning
support for program investments and administrative support units. The
department is structured with a central Chief Measurement, Evaluation and
Learning Officer who manages a team of MEL centralized and embedded
officers. Each of the embedded officers works within the foundation’s four
program areas: Environmental Conservation, Patient Care, Science and Bay
Area. S/he works closely with colleagues from the MEL team responsible for
advising other programs and administration teams. The department
facilitates key elements of effective evaluation and evidence-based
practices including evaluation management processes, internal evaluation
practices, thought-leadership and implementation support on monitoring
frameworks and processes, coordination and management of external
evaluations of the foundation’s initiatives and portfolios. The Department
also facilitates and manages program-based and cross-foundational learning
agendas and activities.
*The Position*
The role of Measurement, Evaluation & Learning Officer (MELO) offers a
well-rounded top performer with a strong knowledge of evaluation in
philanthropy and environmental conservation the opportunity to work closely
with the foundation’s Environmental Conservation Program Area. This
position facilitates MEL-related support for program design, development of
monitoring frameworks and systems, and internal coordination of evaluation
practices within the Environmental Conservation Program. The MELO acts as a
thought partner with program staff on key components of their day to day
work. The position also works with the central measurement, evaluation and
learning team to design and manage external evaluations of the program’s
portfolios, as well as to develop and manage cross-foundational
measurement, evaluation and learning protocols. Additionally, the
Measurement, Evaluation & Learning Officer conducts research and analysis,
facilitates and leads formal and informal learning processes, and on a
consultative basis working with program staff provides support to core ECP
program/initiative strategy design related to measurement, evaluation and
learning to program and foundation-wide decision makers.
The Measurement, Evaluation and Learning Officer reports directly to the
Chief Measurement, Evaluation and Learning Officer and has a dotted-line
reporting relationship to the Chief Program Officer for the Environmental
Conservation Program. S/he will also work closely with central MEL
colleagues in advising programs and administrative teams on the
department's learning and measurement function.
*Responsibilities & Program Support*
The following articulates key responsibilities and program support:
*Measurement*
- Facilitate MEL-specific program design processes for Environmental
Conservation and Bay Area program colleagues, including assisting in the
development of programmatic theories of change, outcomes,
measures/indicators, and initiative/portfolio plans, informed by a
monitoring and evaluation frameworks perspective.
- Assist in the development of systems to support program staff and
grantees to capture key performance measures across the initiatives and
portfolios.
- Help systematize monitoring efforts for programmatic measures in a
centralized foundation-wide performance measurement management system.
- Advise on grantee data collection and self-assessment plans during the
grant development process.
- Ensure adherence to measurement and evaluation protocols and
practices.
*Evaluation*
- Assist the central MEL team in the design and management of external,
third-party evaluations. This includes:
- Working with program staff and internal/external stakeholders to
identify key evaluation questions and define the purpose and scope of
evaluations;
- Assisting central officers in developing requests for proposals,
and reviewing proposals received;
- Providing content feedback on products and results, including
evaluation methods and approaches;
- Communicating evaluation results within and outside the foundation,
as appropriate, in partnership with communications staff and
program staff.
- Leveraging evaluation results to inform program decision making and
promote effective learning practices.
- Maintain the integrity and objectivity of the evaluation process
- Facilitate internal evaluation processes of the program’s initiatives
and portfolios and develop written work products for these internal
evaluations.
*Learning*
- Help program staff articulate key learning questions and develop a
program-wide learning agenda, facilitate formal and informal learning
processes, and document program learnings for internal and external
dissemination.
- Work with program staff to document and share key learnings as part of
the grant close process, and to build a strong continuous learning practice
within programmatic work.
- Assist in, organize, and manage foundation-wide learning opportunities
related to the Environmental Conservation and Bay Area programs, as well as
cross-foundational MEL work.
*General/Foundation-wide *
- Help to develop and manage a foundation-wide performance measurement
management system.
- Develop practical, useful frameworks and tools related to program
design, monitoring, evaluation and learning applicable to the Environmental
and Bay Area programs. Aid program staff in their use and understanding of
required guidelines and protocols.
- Assist in the preparation of materials for the foundation’s board of
trustees related to internal evaluations, program updates and external
evaluations; give presentations to the board of trustees on measurement,
evaluation and learning work, as required.
- Assist in the design and implementation of foundation-wide protocols
for program design, measurement and evaluation.
*Key Qualifications*
The candidate will have:
- A Ph.D., master’s, or other advanced degree, with a specialization in
conservation and place-based evaluation methodologies, conservation
performance measurement, or another applicable focus;
- At least 10 to 15 years of work experience, preferably in conducting
or managing evaluations in the conservation sector and disseminating
evaluation findings to various audiences;
- Experience and deep knowledge of evaluation as it applies to
philanthropy, and a clear understanding of the fields in which the
Environmental Conservation and Bay Area programs work;
- Experience facilitating MEL processes and developing MEL-related
products, such as logic models, theories of change, MEL frameworks, data
collection plans, and requests for proposals;
- Strong ability to design and facilitate action-oriented and
results-focused meetings and convenings;
- Experience and comfort working on high-performing, multi-disciplinary
and analytical teams.

The ideal candidate will have demonstrated ability to:

the program;

effectively facilitate meetings and trainings;

deadlines and deliverables;
- Work effectively across the program’s varying teams, and maintain
up-to-date knowledge of each portfolio’s activities and strategic
priorities;
- Have a diplomatic demeanor, strong inter-personal skills and excellent
written and verbal communication skills;
- Maintain a flexible and positive approach to problem solving in a
collaborative team environment and be comfortable with ambiguity;
- Be comfortable working on a central team with a horizontal management
approach, where one has direct responsibility for some aspects, while
serving in a consultative capacity for others.

- Understand and accommodate challenges and constraints on data
collection and reporting capacity from the grantee perspective including
designing systems to address demands
