*Brainstorm approaches to marketing voluntary fertility transitions.
Identify successful humane anti-natalist policies. Discuss funding needed
to implement transitions. Highlight recent successes in improving the
status of women by reducing fertility.*



*Background*



Hopes for a universal fertility transition have not yet come to pass and
remain contingent. About half of the global fertility transition has been
accomplished, with about 90 countries (47% of world population) below
TFR<2.1. But global growth of 78 million in 1999 rose to 84 million by
2016.*



Global population will more than triple from 3 to over 10 billion during
the century from 1960 to 2060. After falling 0.95 child per woman in the
1970s, fertility decline averaged only 0.1 in the most recent decade.
Natural increase is slightly higher in Sub-Saharan Africa than it was in
1960 (2.7%/year), while population quadrupled. Meanwhile, annual growth
rose from 5 to 25 million. Global average fertility rates will rise if
norms persist, as the proportion of babies born in high fertility cultures
rises.



Fertility rates range from about 1.1 to 7 across countries. Fertility rates
increased in 50 countries in the past decade. Divergent fertility rates
persist within countries. Fundamentalists in all religious groups choose
higher birthrates. (Kaufman, 2010) Some high fertility countries are failed
states where incomes are not rising and so conditions that led to
transitions in other nations as they modernized are absent.



A backlash developed against coercive anti-natalist policies in India and
China. Opposition to family planning and especially abortion appeared from
a range of religious, economic, and political value systems and interest
groups. Over the decades from 1970 to 2000, even talking about demographic
transition policies became toxic, taboo, politically incorrect. (Beck and
Kolankiewicz, 2002)



Stresses of overpopulation appear as traffic congestion, species
extinctions, carbon emissions, violent conflicts, political dysfunction,
immigration and a host of other problems. Many ecologists and climate
scientists believe Homo sapiens is in overshoot, headed for population
collapse.
