This position is located at the Broadcasting Board of Governors (BBG) in
Washington, DC. The incumbent reports to the Director of the Office of Policy
& Research and serves as the IBB Director of Research for all International
Broadcasting Bureau (IBB) elements. The incumbent has full responsibility for
overseeing the IBB U.S. International Media research program, including
designing, executing, supervising, presenting and overseeing all management and
programmatic research activities. This requires the incumbent to work closely
with the Broadcasting Board of Governors (BBG) Network Leadership to manage a
research staff and oversee research contractors. Responsible to develop,

The incumbent develops and oversees the implementation of a multi-year global
media research strategy and activities in consultation with the Chief Executive
Officer and Director of the Office of Policy & Research. The incumbent will
consult with all the Research Directors of each Network of the Broadcasting
Board of Governors to create and execute an Annual Research Plan document.<br>

The Director of Research is a key member of the IBB senior staff in driving
strategic and program planning within the agency by developing and measuring
performance-based international broadcasting and media research that drives the
achievement of the agency's highest-level priorities. This includes ensuring
current, accurate, and comprehensive audience research essential to professional
media that discerns media habits and how habits are changing.<br>

The incumbent has full responsibility for the growth and development of the
Impact Model. The Director will work with Research Directors of the BBG content
entities on a continuous basis to update the Impact Model, produce regular
quantitative and qualitative data and digital metrics necessary for monitoring
usage, performance, and impact of content entities against Board-designated
strategic goals and targets. The incumbent organizes, develops, and manages the
BBG governance model with all BBG content entities' research programs in order
to implement an organized, unified BBG international media research program and
improved quality standardization across the BBG.<br>

The Research Director represents the IBB in dealing with external research
clients, including financial and managerial decisions. The incumbent negotiates
and provides oversight on all IBB research contracts, including the
International Audience Research Project (IARP), as well as qualitative,
digital, and experimental research projects funded by the BBG. The incumbent
provides general oversight, as well as annual reports on performance to OMB and
Congress, as well as to the OIG and other entities upon request. The incumbent also
maintains collaborative relationships with other international broadcasters and
U.S. Government agencies in the field of shared research. The Director
represents the IBB at professional conferences on research-related subjects and
makes public presentations of research-related information. The incumbent
represents BBG's interests at government interagency meetings and conferences,
many of which are classified at the Secret or Top Secret level.<br>

The incumbent oversees the formulation and execution of the IBB research
budget. The Director is responsible for preparing and overseeing research
projects through the BBG network Research Directors and IBB research staff and
