right person could be a child health researcher with experience managing a
survey vendor, a measurement and survey methodologist with public health
experience, or a survey project manager with child health survey experience.
The planned child health survey will be a large-scale telephone survey
conducted every other year and focusing on the health of New York City children
0-12. It has to be designed from the ground up and meet the demands of multiple

<p class="">Background</p>
<p class="">The Bureau of Epidemiology Services (BES) is dedicated to
improving the health of New Yorkers and to addressing health disparities by
providing the DOHMH with high-quality surveillance data; designing and
conducting program evaluations; guiding and supporting analyses of multiple
sources; and consulting on study design and other methodological issues. The
Bureau is responsible for developing, collecting and supporting the use of
population-based survey data; facilitating the use of survey and other data
sources; and providing support in survey design, questionnaire development and
survey weighting<span style> </span>for programs across the
DOHMH. </p>

<p class="">Job Description</p>
<p class="">With guidance from project leadership, you will: </p>
<p class="">• Manage the development and implementation of an annual
survey to gather health surveillance data on New York City children. </p>
<p class="">• Develop a survey questionnaire to meet the needs of
DOHMH programs and stakeholders. This includes a literature review of current
survey practice and epidemiological methods for measuring child health by
parent proxy report; assisting programs in selecting validated survey items
when available; developing and formally testing new questions as needed;
maintaining documentation of the questionnaire process and review; and
obtaining I.R.B. approval for the survey protocol and final instrument. </p>
<p class="">• Manage the request for proposals and vendor selection
process. </p>
<p class="">• Manage the selected survey vendor contract (s). This
includes development of the study design and its implementation; monitoring the
quality and timeliness of survey data (including response rates) and other
deliverables; and identifying appropriate weighting methodologies. </p>
<p class="">• Assess alternative sampling frames for child health
surveillance. </p>
<p class="">• Participate in exploring alternative survey designs
such as nesting cohort studies within a larger survey, alternating 2 different
surveys, linking survey data to administrative data sources, etc. </p>
<p class="">• As time allows, conduct analysis of survey data for
agency and outside publications. </p>
<p class="">• Support other Unit projects as needed, and be an active
participant in the ongoing development of the Bureau.</p>
<p class=""><span style> </span></p>
<p class="">Minimum Qualifying Requirements</p>
<p class="">Candidates must have: </p>
<p class="">1. A doctorate degree from an accredited college or
university with specialization in an appropriate field of physical, biological,
environmental or social science and one year of full-time experience in a
responsible supervisory, administrative or research capacity in the appropriate
field of specialization; or 2. A master's degree from an accredited college or
university with specialization in an appropriate field of physical, biological,
environmental or social science and three years of responsible full-time research
experience in the appropriate field of specialization; or 3. Education and/or
experience which is equivalent to "1" or "2" above.
However, all candidates must have at least a master's degree in an appropriate
field of specialization and at least two years of experience described in
"2" above. Two years as a City Research Scientist Level I can be
substituted for the experience required in "1" and "2"
above. </p>
<p class="">Appointments to this position are subject to a minimum
probationary period of one year.</p>
<p class=""><span style> </span></p>
<p class="">Preferred Skills</p>
<p class="">• Survey research experience applied to public health,
program evaluation, and/or epidemiological research and evaluation • Expertise
in designing surveys (particularly telephone surveys), project management, and
data quality controls • Knowledge of public health and policy related to child
and/or adolescent development and health • The ability to work collaboratively
with multiple stakeholders to reach consensus on research priorities •
Descriptive data analysis using statistical software such as SAS, SUDAAN, R,
SPSS, etc.; and comfort with data base software such as Microsoft Excel or
Access • Attention to detail and documentation of processes • Experience with
teamwork</p>
