The International Migration Initiative's work is organized around three
sets of goals: improving protections for refugees and vulnerable
migrants; mitigating the exploitation of migrant workers; and building
stronger ties between host communities and newcomers. To achieve these
goals, we make grants, advocate, create multi-stakeholder partnerships, and
engage with actors across a broad range of sectors, including civil
society, national and local governments, international organizations, faith
groups, and the private sector.

IMI’s three program areas are:

·         21st Century Protection:  Our goal is to renew support among
states and publics in select countries for the protection of refugees and
vulnerable migrants, by demonstrating how reforms and new operational
models can improve upon and complement the existing system.

·         Fair Work:  Our strategy aims to improve government policies and
business practices to ensure a fair deal for migrant workers; challenge the
culture of impunity by expanding migrants’ access to legal remedies; and
build a broader, more resilient field of civil society actors to elevate
migrant voices and shape policymaking.

·         Welcoming & Integrated Societies: We aim to deepen support for
refugees and migration through welcoming initiatives that bridge natives
and newcomers, and to use insights on public attitudes to inform policy and
advocacy. We pay close attention to the concerns of host communities and
aim to strengthen their role in integration.

·         Advocacy & Special Initiatives: This work cuts across
our substantive program areas, using advocacy, multi-stakeholder
partnerships, and engagement with the private sector to advance our goals.
Job Profile

IMI’s newest program area focuses on building “Welcoming & Integrated
Societies.” As initially conceived, this area emphasizes the need to
address the concerns of host communities related to immigration and to
strengthen their role in integration, especially by supporting novel
efforts at the city level. Our strategy aims to deepen support for refugees
and migration through welcoming initiatives that bridge natives
and newcomers, and to use insights on public attitudes to inform policy and
advocacy. It also is premised on attitudinal change over time that quells
discrimination and abets progressive policies. A series of pilot projects
and exploratory field investments will contribute to the development of a
full strategy, including ongoing work with the Global Refugee Sponsorship
Initiative and the Global Mayors Summit on Migrants and Refugees.

The Division Director will be responsible for developing the full strategy
for this work, honing in on the specific objectives and the geographies in
which our program will invest. She or he will have great latitude
in designing the strategy, and also will lead in hiring a team of three for
this program area. The position is based in New York.

Essential Duties & Responsibilities include the following:

*Program Strategy & Leadership*

·         Develop the full strategy for "Welcoming & Integrated Societies,”
doing so in systematic consideration of IMI’s other program areas, as well
as of related work being done by other OSF entities, and of how these might
interconnect and reinforce each other;

·         Build relationships with partners inside and outside of OSF,
including in philanthropy and the private sector, that advance the
program’s goals;

·         Conceptualize and help manage high-impact and complex
partnerships and coalitions.

*Program Management*

·         Directly supervise the work of a program officer, a program
specialist, and one support staff in areas including grant-making,
coalition building, NGO strengthening, and policy/advocacy efforts;

·         Coordinate strategic planning and evaluation processes, including
consultation with staff, internal and external partners as needed;

·         Establish and maintain linkages with partners within OSF and
externally, including government representatives, international
organizations, community groups, private sector actors, and international
organizations;

·         Actively participate in the IMI management team and represent IMI
as required at meetings of the Open Society Foundations and international,
regional, and national conferences;

·         Coordinate conferences and expert consultations;

·         Supervise provision of research and technical assistance.

*Grant-making & Program Implementation*

·         Oversee analysis of grant proposals, supporting documentation,
grant reports, peer and expert review, organizational assessment and
evaluation;

·         Assist national and regional foundations in the Open Society
Foundations network with development and implementation of work related to
Welcoming & Integrated Societies;

·         Identify and help manage international consultants to advance
grant-making and program objectives;

*Finance & Budget*

 Monitor financial allocations and general program expenditures of this
program area.

·         Track and ensure staff compliance with OSF finance guidelines,
procedures, and reporting requirements;
Candidate Profile

·         Advanced degree and 10-15 years of relevant experience and/or
training; or equivalent combination of education and experience;

·         Understanding of and experience in developing impactful
integration strategies at the national, regional or global level;

·         Developed networks with cities and municipalities that could be
leveraged in the division’s work strongly preferred;

·         Demonstrated management skills in not-for-profit organizations,
foundations, the private sector, and/or government, particularly in complex
organizations working internationally;

·         Commitment to and experience in team development and leadership,
including supervision and mentoring and supervision of diverse staff at
different levels of experience, and in multiple locations;

·         Aptitude to work with flexibility, creative thinking,
non-traditional approaches, entrepreneurship, and diplomacy, both
individually and as part of a team;

·         Deep experience in the conception, design, and execution of
policy and advocacy strategies, initiatives, and programs that persuade
stakeholders to take action; demonstrated understanding of the role of
communications in advocacy efforts;

·         Proven track record of building trust-based relationships with
internal and external stakeholders, working at the global and national
level with policymakers, civil society, coalitions, and the media;

·         Outstanding written and verbal communication skills;

·         Demonstrated experience in staff, program and grant management;
demonstrated expertise in handling personnel issues;

·         Flexibility and ability to work simultaneously on a wide range of
tasks and projects;

·         Professional, diplomatic demeanor with the ability to represent a
global organization and interact with colleagues from diverse backgrounds;

·         Excellent written and oral English skills required, with fluency
in one additional language strongly preferred;

·         Ability to undertake frequent travel.
