Senior Vice President (SVP) – Health Care Evaluation
Chicago, IL or Bethesda, MD



NORC at the University of Chicago, an independent research organization
with more than 75 years of leadership and experience in data collection,
program evaluation, data analysis, and information dissemination, seeks a
Senior Vice President to lead its newly created Health Care Evaluation
Research Department. The SVP will lead a team of over 40 professionals
conducting a wide range of research projects for various public agencies
and private organizations.



NORC is currently divided into six core research departments: Economics,
Justice, and Society; Health Care; Public Health; Health Sciences;
International Programs; and Education and Child Development. In January
2018, due to the rapid growth and diversification of our work in this area,
the Health Care Department will be splitting into two separate research
departments: Health Care Evaluation and Health Care Program.  Each of these
groups will house existing staff with relevant expertise, a robust project
portfolio, and targeted business development resources and activities.

The new Health Care Evaluation Research Department will build seamlessly on
this portfolio of evaluation research, which has to date been run within
the Health Care Department.  The new SVP will be supported by a team of
experts well-versed in methods and approaches to acquiring, collecting, and
analyzing data from health care organizations, patients, providers, and
other stakeholders.  Our outstanding staff have extensive knowledge of all
aspects of health care delivery, from private marketplaces and
employer-sponsored insurance to Medicare and Medicaid; from large health
care systems to small clinics; and from the needs of children to those of
older adults, people with disabilities, and ethnic and racial minorities.

While no one candidate will embody all of the traits noted below, the
successful candidate will bring many of the following professional and
personal qualities to this important role:


Professional Qualities

·         An advanced degree in health services research, sociology, social
psychology, social work, psychology, public policy, or survey research (or
other related field).

·         At least 15 years of post-degree health care and/or evaluation
research experience.

·         The ability to contribute as a member of the organization’s
senior management team.

·         Deep connections to major health care clients such as CMS,
foundations, associations and commercial clients.

·         Demonstrated skill as a leader and demonstrated success in
mentoring staff and building teams.

·         Strong management skills, especially the management of highly
skilled knowledge workers, professional staff, and large interdisciplinary
project teams.

·         A successful record of marketing high-caliber, complex health
research initiatives (or similar projects) to federal and state sponsors,
foundations, and other large funding organizations.

·         Recognition as an expert in health care evaluation research, as
evidenced by supporting publications, substantial presentations before
governmental organizations or industry groups, expertise in managing
large-scale complex health care projects, and other accomplishments.

·         Prior and proven experience with planning and executing strategic
business development activities and proposal writing that has resulted in
research funding awards.

·         An understanding of emerging challenges and trends in changing IT
communications technologies and interfaces.

·         An understanding of qualitative and quantitative data acquisition
and analysis as well as developments in data science.

·         Excellent written and oral communication skills.

·         Demonstrated skill as a leader and mentor in developing staff and
building teams.

·         A management style that is engaged and inclusive and that
empowers others to succeed.

·         Proven ability to recruit, develop, and retain highly talented
staff.

processes that will support a well-run department.

·         An analytical thinker possessing the ability to understand,
interpret, and process sophisticated qualitative and quantitative
information.

·         An individual who has the ability to work within and manage a

to know the staff, affiliated researchers, and their work.

personal barriers and then builds bridges and designs effective solutions.

·         A mature individual who is driven and determined.

·         An executive who is a strategic thinker, but also enjoys the
details.

·         An energetic and performance-driven individual who will pursue
excellence in evaluating the research being performed by the team.

·         An individual with impeccable integrity whose personal and
professional values are consistent with NORC’s high standards and profound
mission.

·         A person who has a sense of humor, is a supportive colleague, and
enjoys a fun and open work environment.
