*Population-Based Survey Specialist, USAID Food Security Service Center,
Washington, DC*





*Background:*



The USAID Food Security Service Center (FSSC) is a five-year project managed
by Social Impact. It was launched in October 2013  with the overarching goal
of supporting USAID’s Bureau for Food Security (BFS) in providing a broad r
ange of integrated and knowledge-driven technical services to FTF Missions,
USAID/Washington, other USG operating units, and host country counterparts.
 Specific services include: state-of-the-art food security support services
with a focus on program and project design and management, expert analyses,
capacity building; and bridging support and/or developing small scale pilots
.



*Position Description:*



FSSC seeks a Population-Based Survey Specialist to provide high level techn
ical backstopping to the Bureau for Food Security. This is a medium term con
sultancy estimated at 90 days of level of effort, which will take place from
July until October, 2016.



*Responsibilities:*



·      Develop guidance for the 2016-2018 round of ZOI indicator assessments
, including a standardized technical guidance for assessment, interim instr
ument and reporting template.

·      Conduct data quality assessments of up to 10 baseline or interim ZOI
survey documentation and data sets

·      Establish a checklist of standard survey data quality assessment pro
cedures and ascertain availability of documentation for each of these proce
dures for each survey

·      Compile all available data quality assessment materials from survey
implementation contractors, to include field check tables wherever these hav
e been produced

·      Review the best information available for each survey to assess data
quality

·      Review data cleaning protocols to discern presence of data quality co
ncerns

·      Review impact evaluation reports for technical content and writing



*Q**ualifications:*



·     Advanced degree in a social science or statistics

·     Knowledge of USAID regulations and USAID Feed the Future indicators re
quired

·     15-20 years of continuous work in an international survey research env
ironment

·     Demonstrated experience in design and implementation of population-ba
sed surveys

·     Strong qualifications in monitoring and supervision of collection of
poverty and nutrition data

·     Possess very solid survey methods and survey research expertise

·     Questionnaire design

·     Survey management

·     Statistical analysis

·     Strong writing skills, and ability to provide feedback on impact ev
aluation and research reports

·      Ability to conduct rigorous research independently and synthesize inf
ormation for a variety of audiences.

·       Demonstrated skills in data analysis, program design, strategic plan
ning, program coordination and/or implementation, especially in a developing
country context.
