*Program Associate *



*Status:                                   *Exempt Regular Full Time

*Department/Team*:           Office of Research and Program Innovation

*Position Description: *Office of Research and Program Innovation is
responsible for research and analysis, design and implementation of new
programs/products and the refinement of existing programs, both of which
help the Council meet its strategic goals. The Program Associate works
within the Research and Innovation team to conduct primary and secondary
research that adds significantly to the body of research in the area of
early childhood education and helps to strategically use data to develop
new programs and services.

In this newly created position, the Program Associate will help conduct
quantitative, qualitative and policy research to determine program and
policy priorities.  We are looking for an individual who is enthusiastic
about using data to answer complex questions and craft innovative solutions
that will help the organization achieve its strategic goals.

*Key Responsibilities: *



*Research and Data *

·         Analyze data from a variety of sources, including surveys, focus
groups, government datasets, program data and other administrative data to
tell a story;

·         Assist with conducting primary research such as surveys, focus
groups and other data collection activities;

·         Assist with instrument design, testing and implementation;

·         Program web-based surveys and other data entry screens (in MS
Access or similar package)

·         Track state and national policy on early childhood education;

·         Track policy in other countries, as needed, on early childhood
education;

·         Conduct background research and literature reviews;

·         Summarize and present data using reports, fact sheets,
infographics, graphs and tables;

·         Assist with troubleshooting research and data issues;

·         Coordinate and manage interns, as needed.

·         Contribute content to the Council web site and other publications.

·         Contribute to the development and management of relevant policies
and processes that enhance efficiencies and support the Council’s growth.





*Competencies, Knowledge, Skills and Behaviors Required*



*Required*:

·         Bachelor’s degree in economics, political science, sociology or
similar field;

·         Basic understanding of statistics, including at least one
college-level course in the subject;

·         Familiarity with at least one statistical package such as SPSS,
STATA or SAS;

·         Knowledge of methods for statistical analysis (quantitative and
qualitative), research design and program evaluation;

·         Knowledge of maintaining respondent confidentiality and in
conducting ethical research;

·         Knowledge of conducting surveys;

·         Knowledge of managing datasets;

·         Excellent skills with Excel, Word and Powerpoint – familiarity
with MS Access desired;

·         Excellent writing skills;

·         Excellent communication skills;

·         Interest in working with data (administrative, survey, and other
data);

·         Interest in doing hands-on primary research (quantitative and
qualitative);

·         Interest in public policy and learning more about it;

·         Ability to work well with others in a collaborative environment.



*Desired*:

·         Prior experience using a statistical package to analyze data,
preferably writing code or syntax;

·         Prior experience or familiarity with Tableau or similar package;

·         Familiarity with geocoding and other GIS/spatial analysis
techniques;

·         Prior experience in setting up relational databases;

·         Knowledge of online data collection tools;

·         Knowledge of early childhood education policy and practices;

·         Meticulous attention to detail;

   - Skilled and timely management of projects/initiatives/
   consultants/vendors
   - Ability to solve problems and present solutions
   - Excellent time management skills
   - Commitment to the goals/vision of the Council
