Position Title:
Survey Statistician
Summary of Project:
This research project seeks to support U.S. Foreign Policy priorities
that have identified youth as a “key audience and important partner
for U.S. Government engagement in the 21st century” and USAID’s
policies promoting conflict management and mitigation, gender equity,
youth empowerment, and education. USAID’s policy initiatives on these
subjects have highlighted the importance of conflict, youth, gender
and education as core issues in the formulation of the Agency’s
programs and projects.
This research project seeks to answer three interlocking questions:
“How do the different stages of conflict affect the perceptions of
youth regarding the quality and value of various educational
interventions? Why do these perceptions change (or stay the same)
across various stages of conflict? And what are the implications for
USAID’s programming?” The purpose of this study is to gain a deeper
understanding of the relationships between conflict, youth and
education. Ultimately, this research aims to inform USAID’s
development efforts across sectors to mitigate conflict, enhance
access to safe and relevant learning opportunities, and promote gender
equity.
Summary of Job:
The Survey Statistician will be responsible for the scientific
integrity, quality, and timeliness of work products produced under
their supervision.

Qualifications and Education Requirement:
§ M.A. or PhD in statistics, survey methodology, or other related field.
§ Candidates with a PhD must have a minimum of eight (8) or more years
of related experience. Candidates with a Master's degree must have a
minimum of twelve (12) or more years of related experience.
§ Must possess expertise in survey statistics, apply mathematical or
statistical theory and methods to collect, organize, interpret, and
summarize numerical data to provide usable information.
§ Experience should include a full range of professional statistical
work such as: a) sampling, b) collection, computing and analyzing
data, and c) applying statistical techniques such as measurements of
central tendency, dispersion, skewness, sampling error, simple and
multiple correlation, analysis of variance, and tests of significance.
§ Experience with analysis of complex survey data using advanced
statistical analysis methodologies, such as structural equation
modeling, latent variable modeling, or multilevel modeling.
§ Experience with big data, meta-analysis, Bayesian analysis methods,
or causal inferences from observational or quasi-experimental data.
§ Candidates should be team-oriented, and take a collaborative
approach to research
§ Ability to simultaneously manage multiple projects with a broad
range of stakeholders.

Prior affiliation with government agencies that fund statistical work
is preferred.
