The DMV Research and Development Branch is looking to fill several Research
Program Specialists positions (both the RPS I and RPS II level).  
Normally, one would have to take an exam and get ranked in the top 3 ranks
before being considered for any Civil Service Position.  However, in
reading the descriptions, I noticed that under the Section entitled Who May
Apply, it states "prior civil service experience is not required."  Per an
employee at DMV: "the "no prior civil service etc" is real, so please
forward the job descriptions to whoever you think might be interested. The
reason we can get away with that is that we are willing to do a TAU process
to hire people who are too good to pass up. Under this scenario they are
hired as permanent, contingent upon them getting on a list (top 3 ranks)
within 9 months of hire so we can make them permanent. It's a great loophole
for getting people outside the system into the state."

The DMV is involved in a lot of federally funded Quasi-Experimental research
involving factorial designs and high level statistical analyses (both linear
and logistic regression).

The biggest difference between the two levels is that someone who fills the
RPS I level position needs to be able to direct and lead a single high level
research project whereas the RPS II needs to be able to lead and direct
multiple high level research projects.  Unlike a lot of research positions
with the State of California, these employees are expected to publish,
submit grant proposals, and present their work at professional conferences.

Please note that while the DMV is interested in reviewing resumes and
vitaes, they will also want the applicant to complete the standard State of
California application form (Form 678).  A link to that form is noted in the
descriptions and it can be completed online.

Job Description:
As a Research Program Specialist you will perform the following duties:
*         Serve as principal investigator and team member on driver
licensing, driver improvement, and alcohol/drugged driving studies;
*         Using SAS, SPSS, and other computer software applications,
manipulate, screen, and analyze data files in both desktop and mainframe
environments and apply a range of data management and statistical
techniques, such as linear/logistic regression (GLM) and proportional
hazards survival analysis;
*         Respond to inquiries from departmental and outside entities on
various matters regarding driving risks, demographics, traffic safety laws,
procedures, penalties, policy, adjudication, interventions, and traffic
safety data systems;
*         Prepare technical reports of project findings for publication as
monographs and scientific journal articles, write issue papers, legislative
analyses, and other technical correspondence, and present the findings of
research projects before various management, departmental, and outside
groups;
*         Act as subject matter expert and technical/methodological
consultant for other department staff;
*         Represent the department on state workgroups/committees and at
professional conferences;
*         Maintain current knowledge and awareness of subject matter in
all areas of traffic safety, but especially traffic injury epidemiology,
interventions, and laws/policies; and
*         Develop and submit proposed research projects and grant
proposals.
