*Economic and Employment Policy Research Analyst*

Summary


NCLR is seeking an Economic and Employment Policy Research Analyst in
its Washington, DC office. The Economic and Employment Policy Project
covers the following policy areas: low-wage and immigrant labor force
issues, energy policy and green jobs, and public and private retirement
programs (social security, employer-based pensions, IRAs, etc.). In
addition, our unit covers anti-poverty and tax policies. We analyze how
Latinos are affected by trends and legislative developments in these
issue areas and use this knowledge to inform our policy proposals. For
example, the research work may entail understanding how Latinos interact
with the social security system and then forming policy recommendations
that respond to the issues that we see. The Analyst will work to
increase NCLR???s research production in all of our areas, with an
emphasis during the first year on public retirement programs, including
social security and disability programs. This position, in consultation
with project teammates, will develop research goals and objectives as
well as a research approach. The Research Analyst will gather, evaluate,
and review existing research and data as well as extract, analyze, and
report on new data. The work will include developing survey and
interview tools, producing data tables, and drafting and publishing
papers. The emphasis of the research work will be using quantitative
methods but it may also entail qualitative methods if relevant. The
Research Analyst will also help to develop and convene roundtables and
symposia that bring together a diverse group of experts, researchers,
and key policymakers at the federal, state, and local levels to share
information and advance thinking in the field. The ultimate goal of this
position is to strengthen NCLR???s substantive work in a manner that
results in positive policy outcomes on behalf of the Latino community.

The National Council of La Raza (NCLR)???the largest national Hispanic
civil rights and advocacy organization in the United States???works to
improve opportunities for Hispanic Americans. Through its network of
nearly 300 affiliated community-based organizations (CBOs), NCLR reaches
millions of Hispanics each year in 41 states, Puerto Rico, and the
District of Columbia. To achieve its mission, NCLR conducts applied
research, policy analysis, and advocacy, providing a Latino perspective
in five key areas???assets/investments, civil rights/immigration,
education, employment and economic status, and health. In addition, it
provides capacity-building assistance to its Affiliates who work at the
state and local level to advance opportunities for individuals and
families.

The Economic and Employment Policy Research Analyst is housed within the
Economic and Employment Policy Project and reports to its Associate
Director. The project resides within NCLR???s Office of Research,
Advocacy, and Legislation (ORAL). NCLR offers a collaborative,
team-based environment that fosters a culture of ideas and debate. The
Research Analyst will also work in consultation with ORAL???s Associate
Director of Research and Workforce Development team, which is based in
Chicago.

*Salary: *Commensurate with experience

*Location: *Washington, DC

*Responsibilities*

      * Work collaboratively to set the research agenda and develop/plan
        research projects.
      * Work independently and in teams to conduct research as well as
        highly skilled data and statistical analyses. The analyst will
        also support the Associate Director on research needs by producing
        tables, graphs, presentations, facts, and so forth.
      * The research work may also involve qualitative research methods
      * Author, edit, and prepare fact sheets, statistical briefs,
        reports, articles, and issue briefs
      * Post and maintain web-based materials on NCLR???s Economic and
        Employment Policy webpage and create new webpages or newsletters
        as needed
      * Help build and maintain a network of academics, researchers, and
        policy analysts.
      * Communicate and work with relevant NCLR staff within the project,
        component, and institution.
      * Support teammates and colleagues as needed. In particular, the
        Research Analyst will participate on NCLR???s internal research
        team and share insights, knowledge, and skills with other staff as
        needed.

*Qualifications*

     * Master???s degree, advanced degree, or equivalent experience required
      * Experience conducting either primary or secondary research required
      * Knowledge of research methods required; for example, must know how
        to evaluate the validity of data sources and conclusions and make
        informed decisions on what data sources to use for what purposes
      * Experience using large government data sources and conducting
        statistical analyses required; for example, must be comfortable
        manipulating government data systems using tools such as Data
        Ferret and Census table creator. Ability to do custom cross
        tabulations required.
      * Ability to write and present analyses required
      * Commitment to excellence and substance a must
      * Proficiency with Microsoft Office (Word, Outlook, Excel, and
        PowerPoint) required
      * Familiarity with SPSS/SAS and other statistical software preferred
      * Ability to use GIS mapping software tools preferred
      * Basic knowledge of Latino community demographics required;
        demonstrated commitment to Latino civil rights issues preferred
      * Good familiarity with academic or major research institutions
      * Experience working in teams preferred
      * Spanish language proficiency a plus
